German Chancellor Angela Merkel promised a full investigation after a man killed three people by driving a van into a street cafe in the western city of Muenster, then fatally shot himself on the scene. European law enforcement officials say they are tracking at least 65,000 migrant smugglers, twice as many as at the height of the migration crisis three years ago, as the illegal trade booms.
